The larger the invoice, the more I want my corpoate client to know what's going on. The last thing I want is a large invoice sitting on their desk for several weeks because they're not sure what I'm doing. A brief note like this lets them know everything is underway, progress is being made, and allows them to sign the invoice an send it to accounting.
In this case, we were helping Steve get re-employed. This went by mail, but these days I use e-mail. If it's a large invoice, I e-mail it with a cover letter, then mail a hard copy. This is a safety-net strategy. If the e-mail gets lost, the hard copy is a reminder.
